La cooperación territorial europea constituye desde el año 2007 uno de los objetivos de la política de cohesión. Su importancia como confluir en un espacio de reflexión común a un conjunto amplio de actores. A continuación presentamos un primer análisis del "Estado de la Cuestión" de esa experiencia piloto de carácter transfronterizo que están impulsando el Organismo Autónomo de Empleo y Desarrollo Rural (OAEDR) de la Diputación de Salamanca y la Asociación de Municipios Cova da Beira (AMCB), en representación de la Beira Interior Norte, perteneciente a la región Centro de Portugal, e integrado por nueve municipios. Se trata, pues, de activar la inteligencia territorial transfronteriza a través de metodologías participativas y prospectivas, que permitan recoger, organizar y planificar líneas de trabajo y de intervención concertadas por distintos actores presentes en el territorio de frontera y que sean capaces de contribuir de manera decidida a dinamizar el territorio rayano.

The European territorial cooperation constitutes since 2007 one of the aims of the cohesion policy. His importance as a reason of the true process of integration seems to us out of any doubt. The frontier spaces, and especially the Spanish and Portuguese line, face challenges in a difficult and, at the same time, interesting. The imperious need to unite forces and efforts on the part of the different territorial actors (public and private) has materialized in the last twenty years across diverse initiatives and projects of cooperation. The CAPT initiative, still in process of development, tries to stir into action and structure, along with the motivation of the pilot experience of inter-institutional cooperation, plans of strategic development of Iberian Centre Territory, making coincide in a space of common reflection to a wide set of actors. Then, we will present a first analysis of the "State of the Question" of this pilot experience of cross-border character which is stimulating the Employment and Rural Development Agency of the Diputation of Salamanca and the Cova da Beira Municipalities Association, in representation of the Northern Beira Interior, belonging to the centre region of Portugal, and integrated by nine municipalities. It is about the question of activating the territorial cross-border intelligence across participative and prospective methodologies, which allow them to gather, organize and plan lines of work and intervention coordinated by different present actors in the border territory and which be capable of helping in a determined way to dynamize the bordering territory.
